The meeting was called to order at 7:10 by Mike Lovely. Joe Barry, Carl Metler, Ronda Metler, Rod Cathcart, Mike Lovely and Dianne Crampton were present. Guest Libby Rice was present.
The minutes from August 3 were read and approved.
There is $1,361.78 in the Treasury. $308 will be paid to School District to pay for renting the Pineridge Elementary School gym for the 2003 Mrs. Santa Party.
Tom and Bea Archibald were not present at the meeting. Mike Lovely reported that the Tom and Bea Archibald Adult Foster Care Home in Romaine Village was approved by the City. He said that 10.10.04 of the Bend Code allows 5 non-related people to live in a residential zone. Dianne moved to end further action. Rod seconded. The motion carried 5-1. Mike voted no. Mike said he would continue to watch the progress of the development for zoning code violations.
Mike also read the Badger Crossing Staff report. He said there had been no City contact since August 4, 2004. The City has not addressed the issues stated in our response. Rod moved that we investigate that we have submitted specific information for the record that allows us to file an appeal to LUBA. Carl seconded the motion. The motion passed unanimously. Dianne moved that we determine by Monday, September 13 that we can file by September 18. Ronda seconded. The vote was unanimous.
Mike reported that Commute Options would like to speak at the General Membership Meeting. The Board discussed that promoting the transit levy would be inappropriate, but that an update on what Commute Options does would be valuable for the membership. Mike reported that Commute Options meets every Wednesday at 8:30 AM at Brooks Resources. Mike indicated he would get back to Jeff Monson to let him know he could present.
Dianne reported that the entertainment books had arrived. Ronda and Carl took 5 books to sell. Dianne had printed out a flier about the books with a membership application and took it around the RiverRim neighborhood. Some new members signed up.
Dianne reported that the neighborhood seed exchange was planned and would be at RiverRim Park on October 3 from 2:00 – 4:00 PM. Mike, Ronda and Carl offered to help.
The fall General Membership meeting will be on October 26 at Pineridge Elementary School in the Gym. Dianne is to call Yvonne to schedule the space.
Mike indicated he would be attending the Building a Better Bend series promoted by Brooks Resources. The cost is $15 with programs on September 8, October 18, and November 15 at St. Charles Medical Center. Julie Price told Mike that if the Board directed that he could go, the money could be taken from the annual communications grant. Carl moved that the Board direct Mike to attend. Dianne seconded. The vote was unanimous.
Dianne reported that if the Board wanted to do the Mrs. Santa Party again this year, it will take lots of work and more involvement by Board members. Carl moved to do the Mrs. Santa Party again this year. Ronda seconded. The vote was unanimous. Dianne will start the planning process.
Mike reported that the Romaine Village Home Owner’s Association wants to send out a letter and Mike asked if it would be a conflict of interest if he helps write the letter about the CCR’s and codes for cleaning up properties. The Board did not believe it was a conflict.
