SBNA Board Meeting Minutes

Fox Hills Community Center, 61030 Lodgepole

7:00pm – 8:30pm

The meeting was called to order by Mike Lovely.  Seana Barry, Dianne Crampton, Joe Barry, Rod Cathcart and Dallas Patten were present.

The April 5th  Board minutes were read and approved.  Joe Barry reported we had $1,888.83 in the treasury.

The Fall Membership meeting Date.  It was decided the meeting should take place the second Week of October.  This is the week of  October 10-14.  Seana will call Yvonne Mosher at Building Maintenance of the Bend-LaPine School district to reserve either Elk Meadow or Pine Ridge School for that.

The Harvest Craft Fair will be Saturday, November 5th from 10am-4pm at Pine Ridge Elementary.  Allison Clair is chairperson of vendors.  3 vendors signed up to date.  Deanna Wilke is co-chair.  Vendors will set up Friday night – there are 25 tables at $25 each.  There will be an invitation at the Fall Membership Meeting.  Dianne suggested SBNA should have a fundraising table.

Mrs. Santa Update – Dianne suggested this event be during the week of Dec 12-16th on a weeknight evening from 6:30-8:00.  There will be cookies and cider.  Dianne will talk with the Pine Ridge choir director to see if they will perform.  Dianne also talked about a potential fundraising activity by the area school choirs caroling at people's doors that individuals have paid to have caroled.

No update on the Brookswood Commercial Property.  Dallas is looking into who owns it and what the zoning requirement is concerning the school and liquor regulations.  Dallas will bring this information to June meeting.  Dianne thought that someone was looking into building apartments for that area.  Board members tossed ideas around for the area.

Murphy Crossing Update – The City mailed out flyers to some people.  Mike copied the fliers and put 25 flyers at Les Schwab South, Postal Connections and Romaine Village with his business card.  He will replenish flyers if need be.  Dianne will send out meeting reminders to SBNA membership.  Dianne sent out e-mail with attachment of Murphy Crossing – it did not get transmitted so some members.  Bruce Ronning will not be at May 12 meeting so Dianne asked for a copy of the Parks District plan, which Bruce mailed to her.  Dianne talked about a mixed use park, Rod commented that there is no need for more sports fields.

Pre-App Meetings Update – 4/15 Blakely South.  10 unit housing.  Big lots.  Mike sent letter to James Lewis thanking him for invitation to pre-app meeting.  4/15 – 14-15 house lots behind Quail Pine. 

South Crossing Footbridge Update – Sunrise Village dropped their appeal and the bridge will be built in 45 days (approx).  Dianne will send e-mail to members thanking them for communication to Mike on this.  Dianne talked with Bruce Ronning about SBNA donating interpretive trial signs to the project.  Seana will write a letter to Bruce Ronning about this.

Homestead Sewer Update – Mike wants to get a group of homeowners together to talk with one contractor (Mark Latham) for him to put in all the sewers.  Joe will canvass the neighborhood to seek interest in this.  Mike read a letter he sent to Ron Wyden – approved by Board to send out.  A lot of discussion transpired about the responsibility for individual pumps.  Ultimately, home appreciation will go up.  Joe asked about resurfacing streets – he felt the city should use their own money and not charge homeowners for this.

The City sent out new contact information for neighborhood associations.  Mike edited ours and sent it back to Julie.

Matt Ryan has been appointed to a 2 year term on the Board.

Mike handed out copies of our new letterhead, fax cover sheets and invoices to Board Members.  Mike is in process of designing thank you letters.

Dianne brought up the City budget meetings this week – no one will be attending.  Mike wants to make a presentation/letter to:  Andrea McCullough, the City Manager, City Council and Budget Council about budgeting for neighborhood associations.  We need to decide who we are going to send newsletters to:  either 1700 residents or 2097 residents/landlords.  The budget is not going to increase even though it will not cover the mailing of newsletters to residents/landlords.  We are required to mail newsletter to all addresses and landlords in SBNA boundaries.

Dianne proposed sending a letter to our members concerning budgeting shortfalls and requesting donations from them to make up difference.  She will draft a letter and bring it to June meeting.   She will e-mail the board members a draft of letter.

There was a discussion on Federal non-profit status.  Dianne would like to apply for 501C3 instead of 501C4 because of potential grants.
