Southwest Bend Neighborhood Association Board Meeting

Mike Lovely called the meeting to order at 7:08 PM.
Mike presented the written resignations of Carl Metler and Ronda Metler to the Board. The Metlers moved to John Day. The Board accepted their resignations.
Dianne introduced Dallas Patten, Board Member with the River Rim Home Owner’s Association as a potential replacement for Carl or Ronda. Dallas is interested in monitoring the sale and development of the 3 plus acres zoned neighborhood commercial that is contingent to River Rim. Dianne nominated Dallas for board appointment for the unexpired term of Ronda Metler. Rod seconded. The vote was unanimous.
The update of the Refinement Committee meeting notes were read. Dianne moved and Rod seconded to approve the minutes. The vote was unanimous. Dianne also moved and Rod seconded to send the committee notes to the SBNA membership via e-mail. The vote was unanimous.
Mike also reported that Tom Walker from WH Pacific had called him and then gave him a street application map. Members of the committee and board noted that this map is different from other maps we have seen. In this map, there is a connection between Murphy Road to Chrystal Lane to Drift Wood Court and the Brooks Scanlon easement west to Brookswood. This map also shows an overpass with a South Bound fly over. This map does not show a frontage road.
Mike indicated he would speak with Tom Walker and John Hartigan about the Wal-Mart Property as an alternative to the 80 acres. Rod voiced concern that the absence of a Frontage road will cause considerable cut through traffic through existing neighborhoods south of Pinebrook and along the 80 acres.
Mike reported on the Chairs meeting. The largest issue facing the neighborhood associations is to provide a list of accomplishments to the city for the purpose of seeking additional funding. The funding we receive is too little to meet the requirements as noted in the code. Paul Clauysans of Boyd Acres Neighborhood Association was selected to make the presentation to the City Council. Packets will be submitted. It was also suggested that we adopt a list of line items for a budget. There were also problems reported in SBNA’s GIS tax lot numbers. Mike will take this issue to C&0. Dianne moved and Rod seconded to send the notes of the Chairs and Officers meetings and Chairs meetings to the membership via e-mail. The vote was unanimous. Mike agreed to type up the minutes from the meetings.
Mike indicated that he would like to find office space for SBNA. Mike is negotiating potential space with Romaine Village. Rod suggested that we talk to Aaron Lafke about space. Rod agreed to speak with him.
Mike presented the issue of reimbursing Refinement Planning Committee members for out or pocket expenses for maps. Judy Clinton recently spent $85 purchasing maps from the City and copies of the Holly Grape Refinement Plan. Mike moved and Rod seconded to reimburse Judy. The vote was unanimous.
Mike presented the plans for the new REI building which is outside of SBNA’s boundaries. Since Mike is a party to the process as a private citizen, he brought the development progress to the Board’s attention.
Mike also brought forward the extension of River Canyon estates. Mike has a call in to City Planner, Paula Mason and Paula has not returned his call to define what a carriage lot is and to confirm that these lots are smaller than the 4,000 square foot lot minimum currently existing in the code. Mike reported that the city says that citizens want to purchase homes on lots less that 4,000 square feet. No one on the board believes this. Dallas reported that River Rim lots that are 9,000 – 10,000 square feet are completely sold whereas lots in River Canyon estates don’t appear to be selling.
Dianne moved and Rod seconded that we send a letter to the city recommending denial because the lots are smaller than the coded 4,000 square foot minimum.
Dallas reported that the 3 plus acres on Brookswood contingent to River Rim are owned by Brookswood Developers LLC and are currently quietly up for sale. He indicated that Newland Communities was approached to purchase the property but declined because Newland is in the business of building homes not commercial developments. Dallas will try to find out more about the property. Dianne reported that the City is contemplating allowing multiple family complexes in neighborhood commercial zones. Rod indicated that made sense from a money standpoint because so many small neighborhood centers tend to fail for lack of demographics to support it. The property is possibly too close to the river to house a gas station and too close to the school for a café selling beer or wine. This would need to be researched, however.
The Spring General membership meeting will be on April 12th if the Elk Meadow Gym is available. Dianne will contact Yvonne to secure the date reserving the Gym from 6:00 – 9:00 PM. Dianne will also start constructing the spring newsletter to be sent to all households and businesses within SBNA’s boundaries. It was decided that the newsletter should contain the Parkway development information. Additional information to be available at the meeting will be sign up sheets for a Good Samaritan Project, a Block Party for the summer at Wildflower Park and Traffic Safety Committee sign up sheets.
