2004 - 2005 Accomplishments
 
MVNA’s Mission Statement – from our Bylaws
  • organized for educational, social and charitable purposes; to maintain, protect and enhance the livability and sense of community of the neighborhood
  • to provide an open process by which all members may involve themselves in the affairs of the neighborhood
  • to facilitate the exchange of information within the neighborhood, other neighborhoods and agencies
  • to maintain an open line of communication and liaison to the City of Bend management and staff

  MVNA History

  • approved by Bend ’s City Council in February, 2003
  • revived in October, 2004 with Fall General Membership meeting
  • Spring General Membership meeting held March, 2005
  • one of 10 Neighborhood Associations recognized and sponsored by the City of Bend  

 

General Accomplishments

  • Current membership is 260+ members
  • MVNA Board created Association logo, obtained banner, easel, table and chairs for membership recruiting
  • Participated in community-wide Weed Pull in June
  • MVNA members formed 4 committees:   Traffic & Safety, Communications, Membership and Land Use.

  • Meeting Minutes, Member Updates are posted on website; member application available online  

 

Committee Accomplishments

Traffic & Safety Committee

·          Met 6/20 with Sgt. Greg Owens of Bend Police, Traffic Division.

·          Met 7/18 with Tony Tirico, City of Bend Engineering

·          Attended Bend ’s Traffic Safety Advisory Committee (TSAC) meetings 6/21 and 7/19

·          Areas of concern:   speeds and condition of Eagle Road ; speeding in subdivisions

·          Traffic police conducted checks on subdivision streets

·          Eagle Road acknowledged by the City as a problem; City requested 40 mph. speed order from ODOT; received approval; TSAC must approve before signs are posted

·          Eagle functions as a collector; must be added to City’s Transportation Systems Plan (TSP) before funds are available to improve it

 

Membership Committee

·          Recruited NA members at Bite of Bend, Summerfest, Fall Festival

·          Conducted MVNA recruiting at Safeway in September

 

Communications Committee – with our thanks to Jennifer Sprague & Jim Mazziotti

·          Created MVNA brochure explaining our territory, reasons to join and membership form

·          General Member Update sent July, 2005   (posted on website)

 

Land Use Committee

·          On-going monitoring of land use applications received for projects in Mountain View NA geography

   

Major Issues of Importance to MVNA residents

·          Cooley Road Interchange – 27th Street  

o         In July, the City and ODOT presented a plan to build a ‘fly-over’ interchange at Cooley Road to provide access to the Juniper Ridge project.

o         Boyd Acres NA and MVNA objected to the plan because it would route truck traffic from US 97 to Cooley to 18th to Empire and when the Empire to 27th connection is completed in 2007, would route traffic directly to 27th as a bypass to Hwy 20 or points south.

o         Business owners at Robal Road objected because access to their properties would be limited or eliminated.   Residents of Hunnell Road objected as their access to Cooley would be eliminated.

o         In August, the business owners and neighborhood groups testified to the Oregon Transportation Commission (OTC) which holds funds for all state highway projects.

o         The OTC agreed with our concerns and remanded the plan to the City/ODOT to design a realignment plan for US 97/Hwy 20 before any funds can be released.

o         The City and ODOT have since abandoned plans for a major interchange at Cooley; they have agreed the better plan is to provide access to Juniper Ridge north of Cooley.

o         The business owners and neighborhood groups have joined a Working Group facilitated by the Bend Chamber of Commerce to develop a plan that better preserves business access and neighborhood streets; it will be presented to ODOT for review and with their approval forwarded to the OTC.

o         The Working Group has asked that residents respond to a survey which can be presented to the City and ODOT.

·          27th Street  

o         The City has designated 27th Street as a “major arterial” which means it is designed for truck traffic.   Whether truck traffic increases once Empire is connected at Butler Market remains to be seen; the City and ODOT maintain there is little through-truck traffic to points east of the City.   They claim most of the truck traffic would be internal deliveries in Bend .

o         We will have to follow the planning process carefully in 2006 when the City and ODOT hold open house meetings.  

 

Board Actions

·          Voted to join the Bend Chamber of Commerce

o         Mike Schmidt created a special annual dues rate for NAs of $30.

o         Dues cannot be paid out of City funds – donations to MVNA are welcome

o         Why join?

o         largest Chamber of Commerce in OR

o         provides peer to peer contact with businesses in our geography

o         Chamber management very supportive of Neighborhood Associations

o         provides exposure/visibility/networking for MVNA Board members

·          Voted to apply to State of Oregon Corporation Division – filing as non-profit

o         first step to obtain non-profit status

o         will encourage fund-raising prior to formal IRS non-profit application

 

Budget

·          Funded 7/01/05 at $1.02 per 3888 tax lots = $3966 + 17% of $7500 allocation = $5239.

·          Prior year funding was $3608. = current year funding represents 68% increase

·          Expenses to date:  

o         Meeting mailing to all tax lots = $931.

o         Bulletin meeting ad = $252.

o         Office supplies = $234.

o         Current balance = $3820.
